11 January 2016 - 30 Days to Go

Happy New Year's! You patient and erstwhile readers ... 

My last day of work for Concern Worldwide Zambia is 29th January, and I have a plane ticket home booked on the 10th February. Goodbye, Zambia after 12 years. As such, I made a solemn oath to myself to write a blog post and journal entry every day, if for nothing else to remember sometime in the dim and likely more brutal future what I was experiencing these last few weeks. 

It is strange; in some ways, the process of disengaging oneself from a place and a context of cultures (Lozi, Tonga, Kaonde, Lala, Indian, White African, Chinese, ex-pat, et cetera) is that you run through the process of engagement, albeit in reverse. Maybe it's the odd way my mind works ... but separating yourself from what everyday amateur sociologists refer to as a "space" brings you back up the path from where that space was normal. E.g., you start to shed your expectations / assumptions of how people behave, how the world should work, how to begin and end things, how to speak with someone, and so on. In my case, I have become far less stressed and far more forgiving because there is an end (at least here) to the crazy results-based tilt-a-whirl that you climb on in the donor-funded development world. On the 29th, I will climb off, handover the reins to my replacement, and have 12 days to blink and think, and to wonder to myself, as I do over most of my memories ... Was it all real? Did I do that? How did I do that? What happened to all those people? Did I make a difference? Will they remember me? 

Unfortunately, deep pondering is something I can little afford whilst trying to sell my worldly possessions (mainly a car, a bicycle, and a bookshelf), handing over 12 years of agroecological experience, and looking for a new job in my soon-to-be new home, Washington, D.C. Hence the necessity and the catharsis ingrained in typing these things out ... it's 20-40 minutes where part of me steps back and views the passage of this vessel through this life, and marks somewhat cohesively which course it chose and why.

Outside of my head, we traveled en-masse from Lusaka to Mongu in one of the agency's Land Cruisers yesterday, leaving at 8:20a and arriving at 5:20p (17:20hrs). Along the way, it started raining west of Kaoma, and it rained intermittently for the rest of the journey. Mongu is a lovely place when it rains; the sandy streets and shoulders of the main roads flatten out and become hard enough to walk upon easily; the air clears of its load of dust and soot, and the grass! Oh, does it grow ... especially in the semi-divinity of the floodplains and along it's margins, the matongo and shishanjo areas.

Before leaving, I took a swipe (pardon the upcoming pun) at what some friends of mine at Grassroots Trust have been promoting and to which I'm slowly signing onto ... the idea that instead of the usual digging operation that is inherent in Zambian weeding cultivation, e.g. "hoeing" or "weeding", you engage in slashing the weeds in the interrow (the space between the lines of maize). I learned this entirely from my friend Sebastian Scott, who like me keeps something of a blog on how to do agriculture in a way that is ultra-conservative of organic matter, inclusive of weed growth. To make a long story short, I intercropped orange maize with black sunnhemp, a heavy nitrogen fixer in our small plot next to our office in Kalundu. Though we've had limited rains in Lusaka, my raking the area into rough terraces and the shade from the trees in the area have helped the maize, and it is surprisingly healthy. Anyway, after watering the little office garden (more on that some other time), I had 30 minutes to slash the sunnhemp down, though  being the total idiot that I am, I neglected to take before (only after) photos.

So what you are looking at is the remnants of the weeds that were before slashing at the same height as the maize. though I am by no means experienced with the one-handed slasher common in Zambia, it was relatively quick to figure out how to slash, e.g. a short swing, standing behind one row of maize and slashing the next, etc. What's left behind is a green mulch that hopefully with contact with the wet soils add a bit of nutrients to the slightly nitrogen deprived maize. More importantly, however, is the increase in light reach the maize leaves vis-a-vi the decrease in shading by plants in the interrow. Last, but not least, I was impressed by the ease of it ... rather than being hunched over hoeing, digging and lifting a blunt piece of dumb iron, I was upright swinging the slasher in short strokes. Noticeably harder on the forearms, but I would trade that any day for the ache in the back, the sore hands, the exhaustion and the time.

Dec. 18, 2015 - Ruminations on CA (my day-to-day)

Just wanted to plop this down, this are some of the things I ponder on the given day-to-day following visits to beneficiaries. It has been an interesting five years, moving one's head from discussions at this level to the visceral day-to-day of the everyman and everywoman farmer. Putting them together is what makes my head spin.

As per D’s email and our discussion, question #2 around the adoption of CA is very interesting but very large, particularly given that CA is three principles that are something of a goal for farmers to achieve by what could be diverse paths (e.g., there are numerous ways to achieve minimum tillage). However, often what tangles up the question of adoption for many CA promoters is why aren’t people adopting “our” way of achieving minimum tillage, soil cover and crop rotation.

A case in point: Why don’t more non-beneficiaries dig basins? Don’t people generally see the improvements from the practice on another’s field? Currently, we target a specific group of beneficiaries (the extreme poor), they receive trainings and inputs, then dig basins in which they apply the inputs and plant the seeds we’ve given them. Typically, those beneficiaries will carry on some of the practices we promote over the longer term, particularly around digging basins for maize production. However, most non-beneficiaries won’t dig basins … as far as we can tell, they are waiting for participation in the programme (e.g. the attention given to beneficiaries in terms of inputs and training). We noted this week that our even better-off lead farmers have almost no concept of “projects”, project lifetime or the hard facts around funding … consequently, they are often confused why projects come to an end before the entire community has been included in a project. Put shortly, we need to examine our approaches to promoting CA as well as the barriers to what we are promoting, otherwise our promotion in and of itself may be a barrier to adoption.

To put a fine point on it, we know that there are considerable barriers that hinder the adoption of certain practices, even within beneficiaries (I know it is not attractive to Accenture, but the preliminary work we’ve done with consumption support suggests that not only are most people food insecure during the farming season, they operate on such an empty tank that it’s amazing they dig any basins). However, I think what we need to take a longer view of:
a.       The various farming systems, landscapes, etc. (agroecology) to understand primarily why people do what they currently do and what would be the most appropriate CA-related interventions;
b.      How knowledge and information is shared among people (e.g., group, individual, parent to child, etc., etc.)

c.       How to approach (a) utilizing those knowledge networks (b) to plan and design your programme. 

As for research question #3, there’s parts that I think are extremely valuable in a business case, which my brain boils down to primarily “Money invested in farmer < Money realized by farmer” and secondarily as “Farmers doing CA GHG emissions < Farmers not doing CA GHC emissions”. We generally would see that, but we have to assume (as is sadly the case now in Western Province) that food aid is not reaching most of our communities; from what I hear on the ground, relief packs are trickling in, but packs are being split between two families. However, we do know that most of our farmers are net buyers of food and/or engage in daily labour “piecework” in hopes of achieving their daily bread. If we’re looking at return on investments, I feel we need to consider those as outcomes vs. an abstract measure of food aid (e.g., does an investment in a farmer in CA mean they spend less money on food and less on piecework in the next season.

Another point on the GHGs specifically to the Zambia, much of the impact of last years’ drought was the sharp uptick in charcoal production across the southern half of the country, which is significant for a country with one of the top five deforestation rates in the world. There is something of an argument as to whether charcoal production is demand-driven or supply-driven given our issues with ZESCO, but I would posit that most farmers who don’t have to make charcoal would not make charcoal, but have little other option in light of their HH needs for food, school fees, etc.  Long and short, what would a reduction in charcoal burning do to our GHG balance / emissions?

Lastly, I would narrow down the scope of the first bullet because we need to be cognizant of the difference between economic demographic levels and how that might influence the opportunity costs, rates of return, etc. What we’re picking up (and is a good example of “everything is obvious [once you know the answer]”) from our consumption support pilot is that crop diversification (and derived from that, rotation) is hindered by lack of seeds on one hand, but also the simple mathematics of hunger on another … e.g., when you have roughly two hours of kilojoules available, you focus all of those on your crops that will provide the most kilojoules (maize and cassava). What I’m saying is that I’d rather we avoid repeating the studies I’ve read that look at “CA” vs. “conventional ag” ceritas paribus, e.g. one that is independent of place, and is not cognizant of a household’s capability to measure and make long-term decisions.

July 10th, 2015 - ZNFU Notes

I find it somehow fascinating that Homer was chosen, but it's somehow appropriate ... ZESCO's in a bit of an overwhelming situation where they can't fake it and make it.

The immediate issue is due largely to the poor rains the past rainy season vs. power demand. However, others I've spoken blame it on the short-term thinking chronic of parastatals (e.g., government run utilities) ... power generation capability of anything other than household scale (itself the realm of solar) in Zambia is still based entirely on rather dated hydro facilities, and that ZESCO is at fault for not following up on these opportunities in the past ... it means our forests will take an almighty bigger beating for charcoal as the farmers who were shorted by the same rains scramble to make up for lost money by turning on the forests. It may also push some positive change ... more fuel-efficiency, diversity of sources, etc. In the case of Conservation Agriculture, these are great years for getting farmers on board with the technology; it's literally a "join or die" mentality. It's either adopt CA or don't have food ... particularly with another ENSO event looming (see below):

El Niño threatens the start of 2015/2016 season in the region

The US Geological Survey has suggested a greater possibility of an El Niño by the start of the 2015/2016 season as sea surface temperatures (SSTs) continue across most of the Pacific Ocean continue to rise. Based on historical trend analysis, El Niño conditions would likely result in below-average rainfall. In previous El Niño years, countries affected include, southern parts of Zimbabwe, southern parts of Malawi, northeastern South Africa, and southern and central Mozambique. Based on recent experiences during the 2014/15 season (when similar positive SST conditions were predicted) several areas in the region ended up experiencing a late start of season and erratic rains during the October to December period, resulting in below-average rainfall. However, it should be noted that in some El Niño years, including the 1997/98 season, the region received above-average rains and above-average harvests.

MAIZE

  • Zimbabwe is facing maize deficit of over 900,000 metric tons according to Fewsnet assessment in July 2015.
  • Malawi, Congo DRC and Angola are facing maize deficits and will rely on informal Zambian maize grain imports between July and December 2015.

Bio-char Correspondence, A

Hi D -

I've heard your name a billion times because many Zambians tend to think all Americans know one another; however I am familiar with your work with XXXXXX/ XX XXXX and have eaten your peanut butter and breakfast cereal very often. My name is Carl Wahl and I work for Concern Worldwide in Western Province heading up the Conservation Agriculture projects in Mongu, Kaoma, and Senanga (plus many new districts we're not sure of yet). 

I would love to hear more about your bio-mass / charcoal project. Are you trying to do distributed or centralized production? We (NGI, CeLIM, and myself) are working on various ways to make cheap and clean sources of charcoal; NGI and I are more interested in bio-char as a soil amendment because of our incredibly sandy soils; CeLim through Caritas and the Mongu Diocese are looking for ways to make sustainable charcoal. 

Currently, I'm been banging around with a TLUD system using a very slightly modified 55 gallon drum. Great if you have a uniform product of sufficient size to ensure airflow (e.g. bamboo or pigeon pea stems), but I think you'd need some forced air and a good draft for things like rice husks / sawdust. The big thing with smaller diameter feedstock is that it's hard to get good combustion of the gases driven of by the pyrolysis ... without that, you get a very smoky (and GHG-wise a very dirty) burn. 

Another thing I'm likely going to pilot at Kasisi in the next month or two is a double-drum system, e.g. a smaller diameter drum filled with feedstock upside-down inside a 55-gallon drum; in the airspace between the drums, you pack in a dry fuelsource that "bakes" the feedstock in the inner drum, eventually flaring off the volatiles in a relatively clean process. However, you need to gather additional biomass to get the process going. 

One thing we have identified for sure with the CeLim folks: making briquettes from bimass feedstock using an extruder and then making the charcoal hasn't worked very well, as the charring process weakens the briquettes and makes a lighter density, cold-burning (relatively) product. We'd like to figure out a way to make the char first, crush the char, mix with an adherent (e.g., shredded and boiled cassava), and then extrude.

Blah-blah-blah. Would enjoy meeting up with you sometime and chatting about what worked in XXXXXXX province as we did some of the same stuff in Senanga.

The Quickstep

I'm still puzzling out whether it was a bug or some bad food ... wouldn't be surprised, as we had a workshop at the Hollywood Lodge out on the east edge of town early last week. Anyway, my intestines have been twisted in knots for three days and, well ... you know how that goes. Or maybe you don't. Diarrhoea (diarrhea to the Yanks) in Zambia is brilliant opportunity to explore the deepest depths of your soul. Whatever particular bug has infested my guts, it is the kind that causes the roughed-up joints and spots w. muscle tension to sing like they were packed with shredded glass. As such, the middle of my back, my right knee, both shoulders, and my neck took turns screaming at me. I alternated between laying on my bed, then on the floor when it got too hot, then sitting in a chair, repeating every few hours with bathroom breaks. 

If you haven't caught it by now, expat workers (particularly those of the RPCV variety) find solace in relating their bodily functions because frankly, the tropics and the developing world teach you the frailty of life in the face of about 6,000,000,000 ways to die. What was it in The Snows of Kilimanjaro ... the main character died for want of a bit of iodine.

The other thing dying fast around Mongu are the crops. We're now 15 days into our second dry spell of the year, and the maize is looking pretty far gone. It's not been a great year for the project ... Conservation Agriculture is climate-smart, but not climate-proof. Still, we missed some opportunities not being on time with planting due to our late start. Our extension workers are notorious for sitting still until they have seeds on hand, which given our late start date (late Oct. / mid-Nov. in some cases) we didn't get the seeds out until the later date. Then half of them planted straight in standing weeds, compromising the vital early growth of the plants, then weeding weeks later ... consequently, half of everything was spindly and easily attacked. 

Excuses, excuses. I just realize I will need to run like a demon this year when we take on 3,000 beneficiaries.

I've given up on snappy names for my blog posts, as my brain is relatively slow today ... in the office staring at a computer program (Great Plains) that my agency uses to manage our financial accounts. Long before I was the white in increasingly tarnished armor, I was a computer programmer with a bit of background in user interface (or UI, better known in the Android ~ app era as G[raphical]UI or "gooey"). Therefore, I feel somewhat entitled to pronounce that the UI / GUI for Great Plains software, known as FrXDrilldown, is a piece of excreta on the CAFO scale ... you can't get details behind budget lines without fishing into every single individual line. It reminds me of ice-fishing ... some guys simply drill holes in straight lines hoping to find the honey hole but mostly end up wasting time and making a lot of noise.

Oh well. It's work. Which is comme ce, comme ca this time of year. We have a great lot of new community-based field extension officers (FEWs) who need constant attention from our district extension officers (DEOs) who aren't able to provide said attention due to a) their lack of motorcycle licenses, b) their lack of motorcycles (most are currently stuck in Lusaka awaiting Interpol clearance thanks to HQ's decision to run an international tender); and c) nobody plays the bad guy during the site visits (more on that later).

The big issue is that we had early rains in October ... enough to get the grass growing; it then stayed fairly dry throughout November. Consequently, most of our FEWs dug their basins and planted into grass, opting to weed later. Much later ... half the maize and sorghum we saw on my field visits looks spindly due to it's growing up half-shaded. I scratch my head and grumble, look at the ground, and act (well, I am) really disappointed. I listen to the usual excuses, then quietly tell the FEW that if they want to continue being a FEW and receive a monthly allowance, they will never let me see another weed in their field again. Then I leave with the team wondering what the hell they do when they do make a visit w/o me. It's unfortunately unsurprising ... Zambians are notoriously non-confrontational to the point of never wanting to make anyone feel bad, so the fields go unweeded.

World AIDS Day

Today is World AIDS Day (WAD). There isn't much going on because of the day; pulling people out of church (or bed) for the standard get-your-themed-Tshirts-on-and-march-behind-a-banner parades to celebrate, much like International Women's Day, Labour Day, Independence Day, Farmers' Day, etc., would go over like a fart said church. 

I didn't do much for the day; got up early, ran, went to church (whenever I'm in Lusaka on a Sunday, I try to attend the Dutch Reformed in Kabulonga), went shopping for some "luxury" items: four jars of chili pickle, two liters of light soy sauce, and 250g of Kasama coffee. Not to hard to spin my record when it comes to food, as long as there's enough. Came back, did a weightless workout, read the Sunday Post, the Bulletin & Record magazine, light lunch, and some online reading for tomorrow's meeting in Johannesburg.

HIV/AIDS does after awhile become part of the assumed landscape; like all things, the biggest curse the efforts facing the disease have is familiarity. New infections are supposedly at an ebb tide, the number infected (as a percentage) is falling, male circumcision is increasing, condom availability has gone up and ART is widely available. Contrasted with 2004 when I first arrived, and the change is startling; people are now more willing to admit been HIV+ (testing positive) for the disease, messages regarding prevention are a part (however small) of the social discourse, etc. All this good news causes people to relax somewhat; that's partly why we did a rural awareness campaign for the past week and a half leading up to WAD. We're integrating the message into our Conservation Agriculture project as well; however, it's less activism than design, making sure that their are methods that are HIV+ persons-friendly, i.e. low labor and big return.

On the farming front, the Post reported the current agriculture (Ministry of Agriculture and Livestock, or MAL) minister, Robert Sichinga, apologized to farmers for the late delivery of subsidized farming inputs [under the Fertilizer Input Support Program or FISP]. Not surprising ... they were late last year, the year before that, 2010, etc. FISP is one of the major hang-ups facing modern day Zambia's agriculture ... it would be one thing if the government said "You know what? We're not delivering inputs at all this year." Doubtless farmers would lose their minds, and the urban sector would go nuts (as subsidizing maize ends up being a subsidy for urban consumers), but at least farmers would know not to wait for a chance at the FISP teat for something that won't arrive anytime soon.

On the flip side, if the inputs came on time and were targeted correctly, FISP might make a long term difference in giving the poor a leg up. According to IAPRI, most of the inputs lands accrue in the hands of farmers who don't really need the inputs per se (i.e., they have the capacity to purchase inputs on their own). Rumor has it that most of these farmers receive multiple packs (despite regulations stating that individuals should receive one pack only) and sell these at quite a profit, esp. given the past subsidy amount (> 80%). This effectively kills our agro-dealer market outside of the line-of-rail where commercialized, mainly white farmers have requirements for inputs other than maize, D-compound (10-20-10, 6% sulfur) and urea (46-0-0), as people who have money to buy fertilizer or seed are getting much of theirs for nearly free from the government.

Instead, we have in-between. Poorly targeted and poorly implemented over successive years has left farmers in a quandary; no one wants to abandon the cheap inputs (because they're cheap and show that the government "cares for" the rural poor). Therefore, they wait while the rains start falling, their fields as yet unplanted. They plant with uniform fertilizers across the world's 27th largest country (slightly larger than Texas) despite a staggering variety of soil and rainfall regimes. Agro-dealers stay away from investing in the maize market due to the price disadvantage; most keep no inventory, as they cannot depend on custom from nearby farmers who are awaiting FISP packs. A lose, lose, lose, lose situation. 

Not surprising therefore that unless Hon. Sichinga makes hay on his promises to deliver the remaining inputs before the end of December, he may swap jobs with someone as was the case earlier this year due to the slow distribution of inputs in 2012/13. Hopefully Zambia can somehow break out of this cycle before the inevitable decline in the copper price strips the shoes of the rest of the economy.

A day in the life ...

Our showers on Monday afternoon are still waiting for an encore. Traveling east to Lusaka from Mongu, I noted how little maize had yet germinated in the fields along the way; the heavy rains have yet to set in, so farmers are accordingly holding off planting maize.

I reflected on that the other day as the guard and I were planting the maize in my spacious back yard ... you have no idea whether it will or won't rain in the upcoming days. There simply is no weather forecasting; ZNBC has a meteorological report that is almost laughable in their vagueness; they tend to use expressions like "it will rain in places in Western Province" or "very warm in Western province", as if sandbagging will reduce their culpability. To their credit, though, the ITCZ moves almost on a whim and the horse latitudes can end up over our heads.

The eight hours on the bus have become something of a routine. Today, the seat had a broken back, so I spent the entire ride leaning back 45 degrees. The ubiquitous kid-on-the-lap-of-a-mother spent much of those eight hours grasping at my temple or pressing his feet against the back of my seat, much to the bemusement of his mother, who refused to believe that the seat was broken. Don't really pay any mind anymore ... I read the summer edition of Lapham's Quarterly, which was themed around the sea, with the presence of mind to skip past the pictures that would appear (or are?) pornographic to a Zambian, such as The Dream of the Fisherman's Wife (look that up yourself) or Ulysses straining against his bonds to join with the scantily clad Sirens.

Periodically, as is my wont, my gaze would remain fixed on the landscape out the window. In the 400 miles east to west, the forest and soils change imperceptibly on the course but notably on the extremes. You leave Mongu, a beach without an ocean, and arrive in Lusaka, islands of rock surrounded by a sea of garbage. In between, you phase agriculturally from cassava interspersed with maize (Mongu / Kaoma), to maize interspersed with tobacco (Kaoma East), to maize interspersed with cotton (Mumbwa). Cotton is deceptive ... untrained eyes mistake the scratch lines for CA basins.

At the end of the journey, I rolled aching off the bus into the melee of Lusaka's Intercity bus terminal, resembling a mobile version of Lot's wife. I went straight to the office to discuss the upcoming meetings next week with the World Bank, NEPAD, and NORAD to form a CSA alliance; my hope is we can shift the conversation from scaling-up (i.e., adding beneficiaries in a stochastic way) to adoption analysis, with a focus on graduating farmers through progressively more technical aspects of CA. Shopped a bit for food; grabbed a burger (to satisfy my Western cravings), came home and wrote up a case study for the annual report. "Watched" (via CBS.com) the sportsticker of Michigan's last-minute loss to Ohio State (why did they go for 2?). Type blog. Rest.

Good Things Come in Threes!

Last Monday on the heels of a horrible day in Lusaka that involved a visit to the post office (2 hours), Northmead for a meeting with other agencies over Conservation Agriculture (2 hours), Makeni [CAMCO] where I was testing a not-so-efficient rice grader whilst arguing with the manager over the lack of quality (1 hour), pulling my hair out in Mt. Makulu trying to get the prices for pre-basic (foundation) seed (1 hour), and practicing nose-breathing whilst in the car stuck in Lusaka traffic (?? hours), I came back to the office after 6 p.m. to find out that I have had a paper published in the Journal of Agricultural Sustainability that is somewhat eponymous with the URL of this site. I tip my hat to my adviser, Dr. Bill Bland, on that one ... it was his persistence that kept the paper alive. I need to get a copy to the host family back in Monze (which I just realized I haven't visited in 1.5 years ...)

Tuesday was even better ... Accenture agreed to fund phase II of the CA programme in Zambia and Malawi, doubling it's funding amounts to $3.2 million for another three years. It's really exciting as it means I have a job past February next year (*** A brief aside ... one of the worst parts of development work is that your jobs aren't neither long-tenured or secure. ***) It is the culmination of about six months of project concept notes, proposal writing, budgeting, etc., etc. Real team effort on that one between our guys in Dublin, Malawi, and here.

Sunday, I bought a rice cooker (ironically the same Sunbeam (C) model I owned in the States; purchased it from Game in Lusaka, owned by Mass-Mart, owned in turn by Wal-Mart ... flattening world indeed). That seems really blase, but it really cuts down on the soupy rice.

Osmotic Adoption

Relaxing in the Korea Gardens hotel in Lilongwe, Malawi ... traveled east for work and enjoying a restful Sunday of deleting emails, reviewing reports, and typing some advocacy documents.

I'm being a bit lazy today, but I wanted to post this paper (unpublished as far as I know) by a friend of mine in Malawi by the name of Stephen Carr; if you really dig into African agricultural literature, you might come across the title Surprised by Laughter, a quasi-autobiographical book he wrote about 10 years ago. You might also, if you Google the name, find that he was a relatively large voice in the quest to reinstate fertilizer subsidies in Malawi in 2006, largely due to his correct assertion that subsidizing inputs was far cheaper than sending food aid.

The paper is incredibly relevant to the work I do in that quality of delivery and appropriateness of interventions beats great inputs any time. Great read for those in ag. development.

Title:               OSMOSIS OR PROJECT ACTIVITY? THE SPREAD OF AGRO-FORESTRY IN MALAWI
ABSTRACT:
Unlike a number of new technologies and crops introduced into Africa in the past, the agro-forestry initiatives intended to improve soil quality are not spreading rapidly from farmer to farmer. This paper reviews the reasons for this failure in Malawi and describes current activities aimed at remedying this situation.
African small scale farmers have shown themselves eager to adopt innovation which they see as offering obvious benefits. In many parts of the continent farmers mainly plant crops which have been introduced from the Americas together with exotic trees from various parts of the world. They have also adopted new technologies such as ox-ploughing and the use of inorganic fertilizers. Most of this rapid spread of new crops and technology has been by a process of “osmosis” from farmer to farmer with little or no formal extension. Why then are agro-forestry technologies for improving soil quality not spreading in the same way? The reasons include faulty technology, a lack of appreciation of farmers’ labour constraints and the absence of a striking short term impact on productivity. The response to this situation has been the development of more appropriate technologies and the intensification of formal extension. As a result there has been increased uptake of the technology by farmers associated with projects but little osmotic spread. Fresh initiatives are now need which make greater use of the extensive informal networks which exit in the Malawian rural sector.

INTRODUCTION

The dramatic changes which took place in Sub-Saharan African small-scale farming during the first half of the twentieth century were largely due to the rapid spread of new ideas from farmer to farmer. These changes all provided obvious immediate benefits in terms of increased productivity per unit of labour or access to additional sources of food and cash. The challenge face a growing number of smallholders in Africa to-day is of a different nature. Counteracting the slow but steady loss of soil fertility on permanently cultivated land involves the use of quite unfamiliar concepts and offers benefits and returns which are less immediate and obvious than the switch from sorghum to maize or hoe to ox-plough. At the same time the people who shouldered the responsibility for developing appropriate technologies to meet the challenge of declining fertility of the often difficult soil conditions of Africa were moving into unfamiliar territory. In consequence, some of the early advice was faulty and this has also served to limit adoption by farmers. The technologies are now being further refined, but experience to date shows that intensive extension effort has been required in order to elicit farmer response. As a result the level of adoption remains far too low to have any impact at the national level. Malawi with its high population density and degrading soils offers a good example of the challenges posed by the factors described above.

EAGER ADOPTERS

Few countries in Africa were not touched by the spread of new crops from the Americas in the first half of the last century, but it is the rapidity of that spread which is particularly striking. Examples can be drawn from a wide range of ecological conditions which demonstrate this point. Cocoa was introduced from Central America to the Gold Coast (Ghana) at the end of the nineteenth century and spread rapidly from farmer to farmer so that production grew from 2,400 tons in 1902 to 176,000 in 1919 (Hill 1956). Cassava was not a major food crop in Nigeria in 1920 (Faulkner and Mackie 1933) but was the staple food of millions a couple of decades later. Sweet potatoes were so rare in Northern Uganda at the start of the last century that the vines could be used to replace cattle as a dowry (Driberg 1923) and yet by 1935 about 250,000 ha. Were recorded (Tothill 1940. Maize also spread rapidly across the East and South of the continent replacing sorghum and millet as the staple food of millions of families. There was not only a switch to more productive crops but quite new technologies, such as ox-ploughing, were also taken up with remarkable alacrity. An example of this can be drawn from Eastern Uganda where a handful of chiefs’ sons were trained in ox-ploughing in the early 1920’s. No further government help or encouragement was given and yet by 1936 it is recorded the 15,388 ox-ploughs were in use in Teso country alone (Tothill 1940).

All over the continent farmers demonstrated their eagerness to adopt new crops, new technologies, new foods and new trees and this adoption was almost entirely unrelated to any formal extension service but was the result of the flow of information from farmer to farmer by what can be described as osmosis. A much more recent example occurred in Malawi in the 1990’s when the government lifted its ban on smallholder production of burley tobacco. Within five years of the change in policy some 250,000 farmers were growing a crop which requires considerable skill in both production, curing, and marketing.

When African farmers have demonstrated so clearly their eagerness to adopt new crops and technologies together with the effectiveness of their own networks, why is it that there has been so little spread of agro-forestry innovations intended to deal with the problems of soil fertility with which many farmers are now 
faced?

FAULTY ADVISORS

One reason for the slow spread of the agro-forestry approach to raising soil quality was the weakness of some of the initial recommendation given to farmers in Malawi. The earliest work concentrated on alley cropping with Leucaena. The hedges grew strongly on the exceptionally fertile soils of Chitedze research station and gave encouraging results. After several years of research there was a major push to popularise this approach on farmers’ fields. It soon became obvious that the levels of growth at Chitedze were totally different to those obtained on the degraded soils available to farmers and after a few years the initiative was dropped. Unfortunately many farmers and had planted the hedgerows, seen no benefit from them and been made suspicious of agro-forestry. A range of different plants were then tried in alley cropping experiments both under the national research programme and by ICRAF. From these Senna spectablilis was selected as the plant of choice for the next major extension campaign. From the earliest stages of this work there were doubts in some quarters as to whether the plants were really drawing fresh nutrient supplies into the upper layers of the soil rather than simply recycling them. More importantly it soon became apparent that for poor families with no access to paid labour this was too risky an approach. Just a couple of weeks delay in pruning in the early part of the growing season could lead to a level of competition between the hedgerows and the young maize which seriously depressed crop yields. Attention then moved from alley cropping to inter-planting with Sesbania as the shrub of choice. ICRAF pioneered this work which consisted in raising thousands of seedling it polythene pots and transplanted them in a short “window” of time which clashed with the crucial first weeding of the maize. The whole process required unreasonable amount of expenditure and labour in relation of the benefits it produced and was impracticable for small scale farmers. Thus another three years was lost on a course which had been embarked upon with insufficient appreciation of the real conditions faced by farmers.

Throughout this time efforts were made to popularise the planting of Faidherbia albida in farmers’ fields as a long term contributor to soil fertility. Thousands of farmers were encouraged to establish nurseries in small polythene pots and the transplant the seedlings into their fields at the start of the rains. The results were disappointing. Most of the young trees put on virtually no growth in the first year and the tiny seedlings were walked on or hoed out because they were not noticed in a weedy crop. The occasional plant made excellent growth and survived leading to a situation where a farmer might have two or three Faidherbia plants actually growing in a field out of a hundred which had been planted. This was obviously not encouraging and the interest in Faidherbia faded.

These failures panned about fifteen years and have certainly contributed to the lack of widespread enthusiasm for the use of agro-forestry for raising soil fertility.

A FRESH START

These failures led to the development of new technical strategies of which the three most importer were:
  1. A move from alley cropping to inter-planting to increase biomass and reduce the loss of area planted to the main crop;
  2. The choice of Tephrosia vogelii for the inter-planting because it thrives under poor soil conditions in most of Malawi and can be planted directly in the maize crop rather than being raised in nurseries and transplanted;  
  3. A change in the method of growing Faidherbia to overcome the problems of root damage caused by raising seedlings in small pots on the ground. This involved both direct seeding and the production of seedlings in much larger pots placed on racks to provide air pruning.


Once the technology had been improved the focus of attention moved to the challenge sharing it with farmers. The first major initiative came under a combined World Bank and IFAD project aimed at improving soil quality. This was a $17 million investment which used the 2,000 extension workers employed by the Ministry of Agriculture. At the end of five years very little had been achieved and the most optimistic estimate was that about 2,000 farmers had adopted some method of improving soil quality. This failure was blamed on the poor motivation and organization of the staff. Two bi-laterally funded projects subsequently took over the task. The Promotion of Soil Conservation and Rural Production (PROSCARP) project funded by the European Union works through the Ministry of Agriculture. The Malawi Agroforestry Extension Project (MAFE) works with the staff of 21 NGOS’s and 19 CBO’s. Both have outstanding senior staff who are not constrained by the limitations of a government department and are able to provide technical advice, training, leadership and encouragement to the front line extension staff of the government and the voluntary agencies. Both organisations encourage farmers to improve the quality of their soils through a range of activities including conservation, the use of manure and compost, crop diversification and agro-forestry. The main thrust of the last is inter-planting of Tephrosia and both have achieved remarkably similar results over the past four years as is shown by the following figures:

While these figures are a lot more encouraging than the results of the Ministry of Agriculture’s initiative funded by the World Bank they still represent a small fraction of the farming population and demonstrate that even the adopters are only using the technology on small part of their land. The limitations of this achievement is highlighted by the fact that some 35,000 additional families take up farming each year as a result of population growth so that the proportion using agro-forestry to improve soil fertility is actually declining.

WHAT IS THE PROBLEM?

The “problem” needs to be seen form two perspectives. The first is that of the project managers who perceive it in terms of the quality and performance of extension staff. MAFE blames “low levels of expertise and motivation among extension staff, limited use of up-to-date extension materials, lack of co-ordination among service providers and inadequate monitoring and evaluation of what is working and why” (MAFE 2001). PROSCARP has similar perceptions. This focus on the problem as being institutional clearly demonstrates that the technology is not spreading from farmer to farmer by “osmosis” but is wholly dependent upon extension staff influencing individual farmers, which is inevitably a slow task which would take generations to have a nation impact even with an improvement in the quality of extension performance. The government has by far the largest cadre of field staff but even they have only one extension worker per 2,000 families while for the NGO’s the ration would be more than twice that number. Until the main route of adoption is from farmer to farmer there will only be a small proportion of the land under improved management using agroforestry.

The second aspect of the problem is, therefore, why are farmers not just copying from their neighbours as they have done with so many other innovations? It is certainly not a reluctance to plant trees. A recent survey revealed that 90% of farmers had planted trees at their homesteads and 86% had planted trees in their fields. (PROSCARP 2001). These were mostly for food, medicine, fuel or timber. This is further confirmed by MAFE’s recent experience with encouraging the planting of trees (as opposed to leguminous shrubs) where they have 210,000 participating families planting some 9 million trees per year (MAFE 2001). Why the reluctance to interplant Tephrosia? There are several fairly obvious reasons. The first is the shortage of examples of farmer success with the technology. Among the few thousand farmers who have attempted to use this technology only a small proportion have followed the critical rules for early planting, correct spacing and proper incorporation of the green manure during cultivation. Poorly developed stands of stunted Tephrosia plants do not provide an adequate boost to the following maize crop to convince farmers that the effort is worth the return. Really striking examples of enhanced fertility are few and far between, largely because of delaying planting of the Tephrosia. MAFE research indicates that where there has been a good stand of Tephrosia that in the first season it will raise the following maize crop yield by 20% (W. T. Bunderson, pers. comm. 2002). For an 800kg crop that is an additional 160kg. This is a useful addition but compares poorly with farmer experience of the impact of 100kg. of fertilizer which would more than double the yield. If the farmer persists then the second planting of Tephrosia will raise the yield by 40% which offers a more convincing example of the value of the technology. Poor experience in the first year means that examples of successful consecutive Tephrosia crops are even harder to identify. The second reason is that farmers are being asked to embark upon a quite new form of activity which does not relate to their previous experience. This is quite different to switching to an alternative food crop or planting a tree for timber or fuel. Instead of inter-planting pumpkins, beans or groundnuts the farmer is being asked to plant a crop which cannot be eaten, provides no human medicine and little fuel and yet must be treated with the same care and precise time as a food crop. Most smallholders in Malawi have little understanding of the role of rhizobia or the importance of organic matter in the soil so that it is not surprising that the technology is not spreading with the rapidity of an attractive new food crop or fuel wood tree. The switch from sorghum to maize required no totally new agricultural concept and therefore needed no education programme to foster adoption. The use of leguminous shrubs for green manuring does involve quite new concepts and therefore farmers need some basic education in soil fertility and not just a proposal to plant some strange seeds in between their maize plants.



WHAT CAN BE DONE?

Based on the two classes of problem outlined above what can be done to help many more farmers to discover effective ways of stemming the current degradation of their land with a low cost innovation? This paper makes three suggestions.

The first is that the focus of the current extension efforts should be more on quality than on quantity. Until communities can see really successful examples of the use of a technology there is little likelihood of any farmer to farmer spread. Given the crucial importance of early planting, correct spacing and appropriate use of the resulting biomass it is essential that field staff are encouraged to have some well-distributed examples of the successful use of Tephrosia rather than large numbers of mediocre stands which have little impact on crop productivity. This will involve staff in hands on work with selected farmers to ensure that the job is done properly rather than giving instruction at a meeting. The same applies to the establishment of Faidherbia.

The second is that the extension effort will need to look more fundamentally at educating farmers in the basic concepts of soil fertility. Farmers whose ancestors have been able to rely on fallows to naturally restore fertility for them, have little traditional knowledge of what is happening to their farms now that they are under continuous cultivation. Without such an understanding it is unlikely that there will be any widespread adoption of technologies which seem quite alien to the farmers’ experience. For most extension staff this is something quite new. Farmers can be encouraged to switch to hybrid maize varieties without having to know the underlying principles hybridization, but dealing with the comparatively new problems of soil degradation does require a fresh understanding by farmers. Most extension staff in Malawi are not particularly good educators having been used to giving orders rather than embarking on a dialogue. There are ongoing efforts to change these deep seated attitudes but these efforts will also need to prepare staff to pass on more fundamental knowledge to farmers in an imaginative way.

Thirdly the widespread adoption of better soil management is going to depend on the better used of the thousands of informal groups which exist in the rural villages of Malawi. Throughout the Malawian countryside there are church women’s groups which meet regularly, mosque groups, choirs and traditional societies which are will defined and have widespread networks. These have the potential of providing thousands of volunteers to complement the work of formal extension officers. At present they have only been tapped by a small number of NGOs but they offer the one channel that could reach out to really large numbers of farmers. An extension worker who has worked with a few farmers to develop really successful examples of agro-forestry and then recruited a hundred volunteers who have had basic training in soil fertility and seen the successes, is likely to have a far wider impact than one who feels that he or she alone has the professional qualifications to carry out extension. Neither the government nor the NGO community can possibly employ enough staff to carry out this educational task without an army of volunteers. The groups are there in the rural areas. What is now needed is the courtesy, humility and understanding of the professional extension staff to elicit their support and through them initiate the osmotic spread of agro-forestry as a tool for counteracting the soil degradation which has become such an urgent problem for so many Malawian smallholders.

CONCLUSION
There is increasing evidence that currently available agro-forestry technology is capable of making a significant contribution to enhancing soil quality on the small scale farms of Malawi. It is currently being used by a small fraction of farmers and is spreading only though the direct action of formal sector extension workers despite abundant past evidence of farmers’ readiness to embrace new technologies. What is now needed are more obvious examples of the successful use of agro-forestry by farmers, more education of farmers in the basic principles of soil fertility and the use of the abundant network of village societies as a source of thousands of volunteers to supplement the work of formal sector extension staff. In this way the spread of the technology will change from being dependent on project activity to an osmotic movement from farmer to farmer.

Lessons learned [learnt]

Ugh ... time goes by like a spinning wheel while you feel like your spinning your wheels.

Neglecting a blog I guess isn't that big a deal, especially one as inspiring and as popular as mine. It's only the legacy that you used to post more often that drives you to post again, though with less frequency than before.

However, this is an agroecological blog; despite personal contexts being relative constraining to my particular holon, the universe that is Zambian agriculture stumbles along. May is roughly the beginning of autumn (if such a Westernization of the climate can be thus approximated) in terms of weather; however, the harvest started for most around the Ides of March. The above normal, but poorly distributed rainfall pattern crushed the maize crops in most cases; that three-week dry spell in the latter half of January and early February put away all chances of food security for the nonce. Most of the project farmers have called their conventional harvest a loss; the Conservation Agriculture was somewhat less so, but many of the poorest beneficiaries have already consumed whatever they grew and are already turning to other livelihood strategies, mainly basket fishing and piecework (food-for-labor). The groundnuts and bean crops were a failure as well; the groundnuts just can't find enough calcium in between the large particles of sand (not that it would matter anyway with the soil so dry that there was none in plant available form), and the beans were a magnet to every critter south of the Congo.

In the NGOs world, you never admit failure. Even if the walls are coming down around your head, you never say anything to the effect of "that was a big mistake" or "we shouldn't have done that". There is doubtless a great fear of failure, or admitting failure, because of the expectation that donor funding may   clamp down, shut off, end, etc. Instead, you refer to ongoing failures as "challenges" and confirmed failure as "lessons learned" [learnt in the Queen's Eng]). Some of our failures can be spun as follows:

Failure #1. Sugar beans should not have been selected as a third crop.
LL #1:       In future programming, sugar beans should not be utilized as a rotation crop.

Failure #2:  Selection of beneficiaries was incorrectly done and inadequately verified by staff and partners due to the high ratio of beneficiaries to officers, meaning numerous extremely poor beneficiaries were excluded from the programme.
LL #2:        Community leaders need to be sensitized in beneficiary selection criteria.

I could go on but I won't. This year logistically went the best of all three, but the heavens failed us. How do you write a lessons learned for poor rainfall distribution? Who do you blame? Where do you point the finger?

Oh well; I keep remembering what Grant said to Sherman on the evening of first day of the Battle of Shiloh (TN):

Sherman encountered Grant under a tree, sheltering himself from the pouring rain. He was smoking one of his cigars while considering his losses and planning for the next day. Sherman remarked, "Well, Grant, we've had the devil's own day, haven't we?" Grant looked up. "Yes," he replied, followed by a puff. "Yes. Lick 'em tomorrow, though."

Guess P.T.G. Beauregard didn't apply his lessons learnt. Now we just need to find our own Don Carlos Buell.

Rain is a bird

I have been tramping around Mongu district in our Conservation Agriculture (CA) project areas for the past three days, and the consistent thing I can say is that nothing was consistent. Field sizes, plot locations, plant population, row spacing, farmer knowledge, planting dates, etc., etc., vary all over the map; the only commonality was that almost no one knew what the names of the seeds were that they planted.

Oh, and one slight detail ... it hasn't rained much since November 15th, the unofficial start of our planting season.

When I was passing for a soil science student while doing my master's degree in agroecology, we learned about Liebig's Law of the Minimum ... the idea that a plant's growth is limited by the most limited nutrient. For example, if you have plenty of phosphorus (Ph) and nitrogen (N), but lack potassium (K), a given plant will only grow / yield according to the limiting K, effectively canceling the surplus Ph and N.

The amount of water (you're eventual yield) that you can hold in Liebig's barrel is limited by the shortest stave. Pretty simple, and unfortunately, one of those immutable laws like gravity, death, Murphy's, etc.

We were evaluating fields in Namushakende, and I couldn't get that damn barrel out of my head. We encourage farmers to plant with the first rains after November 15th (which fell variably across the Namushakende area on either the 25th or 28th). They did so, and then it hasn't really rained much since. A double kicker with the lovely sunny days is that the soil surface in the fields in the sandy uplands gets hot enough to fry eggs ... whatever germinates sits in a 10 cm zone of absolute broiling heat. So the maize that has come up is looking like so many rows of onions.

Water is the most limiting of limiting factors.

__What do we do? I would shrug and point up at the sky, though I sincerely doubt lack of churches is driving this particular dry spell.

Our extension worker in Namushakende is a older gentlemen with elven features and a subtle sense of humor, and he told me as we were wrapping up our monitoring that there was a saying in siLozi to the effect that "rain is a bird". I asked what he meant; moving his hands rapidly side-to-side, he explained that the rain shifts around a lot like a bird.

Is it common to beseech the Almighty in a blog? I'm not sure, but God, please send rain.

The First Rain

It rained hard on Saturday night ... I can't say for how long, because I kept flitting in and out of sleep.
In my bouts of waking, I would listen to the pups mewl (they can't really bark or howl yet, thank God) in response to the lashing rain. That sounds really hard, leaving the four of them out in the elements, but I will be giving them away to people who have even less sympathies for canines. The dogs will, as they say here, get used.

The rain, though too early for planting, was opportunely timed for me. In July, I dug 20-some lines of planting basins in my largish backyard in an attempt to show empathy with the beneficiary farmers to whom I'm responsible. Unfortunately, as our soil has a sand (large grain) composition of 90-95%, meaning it's like digging hole in a beach ... they tend to not retain any shape for long due to wind, the looseness of the soil, the  packs of dogs that transit through my backyard, etc. So, all my holes had somehow slumped, and I haven't had time to put anything in them (in terms of organic inputs).

The hard rain was opportune because it hardened up the soil enough for me to dig out the basins early Sunday morning and backfill half of them with the charcoal (bio-char) I've been making in a piecemeal fashion since June. I say half, as I want to do some side-to-side comparisons of the growth of two or three purchased maize varieties:

  • A hybrid [Pannar 53]
  • An open-pollinated variety OPV [ZamSeed 521]\
  • A mixed bag of traditional varieties [mbonyi a sizo])

I'm not sure if my charcoal will last, but I may extend the experiment to the other half of my plot, where I intend to grow four or five varieties of beans:

  • Haricot beans
  • Sugar beans (Pan 148)
  • Pinto beans
  • Velvet beans
  • Jack beans

And groundnuts:

  • Natal common (more common in Southern Zambia)
  • Chishango (what we promote with our farmers)
  • An unnamed white variety
  • MGV4 (a red variety)
Though it's not a scientific experiment, it will be something to look at down the line.

siKuwa vs. siLozi

Senanga.

Hot.

White Zambians refer to October as Suicide month. They're only half-joking.

It hit 39C yesterday, 102F ... thank our lucky stars we're over 1,000m elevation and have no humidity, or it would be really brutal.

Three days down out of seventeen for inputs distribution. Going alright so far ... some headaches redeeming the e-vouchers, but we're getting there.

Not much for right now, but wanted to share one of the letters we hand out to our farmers as we distribute the inputs for the CA project.
